The tap could run dry Wednesday for some Philadelphia residents as water shut-offs begin.
 
Philadelphia's Water Department announced an end to its winter moratorium.

  Customers with a past due accounts exceeding $75 may have received a shut-off notice.
 
So, crews will begin cutting off water service to delinquent customers.
 
Philadelphia residents are urged to pay their bills in full or make payment arrangements.
