Philadelphia Police have nabbed the man they believe was under the influence when he struck and killed a bicyclist in a hit-and-run accident early Sunday morning.
Police arrested 39-year-old Manuel Albandoz Monday.
Albandoz is facing involuntary manslaughter, homicide by vehicle, DUI and other charges. He allegedly hit and killed a woman riding her bicycle in the Frankford section of the city early Sunday morning, said police.
The hit and run crash happened near the intersection of Torresdale and Adams Avenues around 12:30 a.m.
Celina Langan of the 6100 block of Tulip Street was riding her bike when the driver of a 1999 Ford Taurus hit her, authorities said.
The 24-year-old woman was taken to Hahnemann Hospital where she was pronounced dead.
Nancy Nelson said she could hear the incident from inside her home.

“He was going fast. I said to my mother ‘somebody got hit’ and I came out expecting to help who ever was in the car and he [the driver] took off,” Nelson said.
“I did not know she was laying there until I happened to see her.”
Police recovered the car involved in the hit-and-run in a fenced parking lot in the 2100 block of Gillingham Street.
