Hit-&-Run Victim Found Dead Along Bucks County Road

A passing motorist found the victim of a hit-and-run crash along a Bucks County road early Wednesday.

The incident caused traffic trouble along State Road, near Mill Road in Bensalem, Pennsylvania shortly after 8 a.m. Wednesday morning as Bensalem Police tried to figure out what killed Andrew Miller.

Investigators believe the 29-year-old victim, who worked in labor relations at the Pennsylvania Convention Center, was walking to his apartment northbound on the shoulder of State Road. He was only steps away from his apartment when he was struck at some point Tuesday night, said police. 

Investigators say he may have been on the side of the road for as many as 14 hours before a passing motorist finally found his body around 8 a.m.

"Whether he was killed instantaneously or died later we don't know," said Bensalem Public Safety Director Fred Harran. "When we get the coroner report we will figure that out." 

Miller's neighbors, Henry and Luis Cepeda, told NBC10 they knew something was wrong when his girlfriend frantically knocked on their door Tuesday night.

"She was saying he was supposed to pick her up yesterday and he never came and she was worried and crying and said he never does that," Henry Cepeda said.

Investigators said that after initial reports about the hit-&-run, a woman who believed she struck Miller came forward. She is cooperating with authorities and her vehicle is being processed as evidence. No charges have been filed but the investigation continues.
